Certificate of good conduct (VOG)

General

A Certificate of Good Conduct is a declaration which states that your past conduct forms no obstacle to your performing a specific task or job. This is also known as a VOG.

We only work on an appointment basis. You cannot drop in without an appointment. You can make an appointment by telephone or by using the button above. Appointments are free of charge.

Submitting an application

You may have to apply for a VOG for a new employer or sport club etcetera. You do not apply for a Certificate of Good Conduct on your own behalf.

  • Via the municipal authority where you are registered in the Key Register of Persons
  • Via the Justiswebsite
  • Via the Justiswebsite if you are not registered in the Key Register of Persons

What you need to bring with you

  • The completed application form. The application form must be completed and signed by you and your employer.
  • You will need to send the following documents with your application form:
  • A valid identity document.
  • Is someone else making the application on your behalf? Your representative will need a letter of authorisation with a copy of his own identity document and your identity document.
  • Cash or your bank card.

Do you need a Certificate of Good Conduct (VOG) for emigration, a visa application or a work permit abroad? You will need an official document from the embassy, consulate or employer in question which contains all of the information requested on the application form. It is not always possible to have your request signed by your employer or authority In this case, a signature is not necessary.

Costs

It will cost €41.35. If you submit an online application for a VOG it will cost less.

When is a VOG free of charge?

Since 1 January 2015, a substantial number of voluntary workers have been able to request a VOG free of charge.  This is possible if the voluntary organisation satisfies certain requirements. You can find more information about this on the Justis. website.

Delivery time

You will receive notification from Justis (Central Organ of Certificate of Good Conduct) within 8 weeks of your application. The Certificate of Good Conduct (VOG) will be sent to your home address.

Submitting an online application

An organisation can also submit an online request for a Certificate of Good Conduct. You will not need to come to us in person. An online application is less expensive. The organisation prepares the application. Take the steps listed below:

  • You will receive an e-mail with a link to a web application.
  • Log in with your DigiD code.
  • You can pay directly with iDEAL after you have filled in your details.
  • You will be informed in writing whether or not you qualify for a Certificate of Good Conduct.

Justis

Justis processes VOG applications and issues the certificates. Justis is the Ministry of Justice's Integrity and Screening Agency.

Refusal

Has your application for a Certificate of Good Conduct been refused? Justis will send you an ‘intention to refuse.’ This will let you know why your application has been refused. You can respond in writing. Explain in your letter why you think that you should be granted a Certificate of Good Conduct. If you then receive a final refusal you can file an objection within 6 weeks.
